Does Snowflake lets you create a second trial account using the same credentials as the first trial account before the completion of 30 day period?

It's a 30 day trial. I don't think it will let you create second account with same email address. I would suggest using a different email address

Yes you can re-create the account with the same email id that you had create before but , after 30 days trial period is over.
